APPROVE MINUTES OF FEBRUARY 3, 1999 MEETING:

Motioned by Danny Vance. Seconded by Mary Alice Gonzalez. Motion carried.

 

BRIEFING AND DISCUSSION - LEGISLATION TRACKING SUBCOMMITTEE:

Handout by Judge Evans regarding current State legislation.

A general discussion followed regarding various legislative issues.

 

PRESENTATION OF AGRICULTURAL PERSPECTIVE BY RONALD D. LACEWELL AND BILLY L. HARRIS, TEXAS A&M AGRICULTURE PROGRAM:

A presentation followed regarding Region H agricultural topics including water rights issues, TWDB projections, and potential impact of advances in technology.

COMMENTS BY CONSULTANTS:

Brown & Root: Water demand numbers are forthcoming from the Water Development Board for the irrigation category. The April meeting will include population and demand projections. Regional geographic base maps were displayed. Public meetings have been scheduled.

Handouts were provided regarding public notices, survey of water supply interests and concerns. Group members volunteered to attend public meetings.

The Water Development Board is responsible to create the next state water plan based upon the plans submitted by the Regional Planning Groups. Among other things it will include the needs of water users and major ground and surface water providers. Some of the additional new issues to be addressed in the process will be environmental (bays and estuaries), recreational impacts of water use, and real estate.

 

 

 

 

 

 

 

GENERAL DISCUSSION:

Motioned by Michael Sullivan that John Bartos be appointed independent financial reviewer. Seconded by Danny Vance. Motion carried.

 

 

PUBLIC COMMENTS:

A discussion was held regarding the clarification of the distinction between Senate Bill 1 in terms of water use groups and designated user groups.
